If the project does not genuinely need international collaboration, or does not match a call's expected outcome, the honest answer is that an EU route is not the place to start. That is a prompt to test another route, not a rejection and not an eligibility finding.

Five prompts

Is an EU route worth examining?

Work through these before committing preparation time. A "no" to any of them is worth resolving before a call deadline forces the question.

  1. Does the project genuinely benefit from international collaboration?
  2. Is there a work-programme topic whose expected outcome closely matches it?
  3. Are the ambition and technical risk proportionate to the programme?
  4. Can the organisation commit capable people throughout application and delivery?
  5. Are consortium, finance, reporting, IP and commercialisation responsibilities understood?

Know what a consortium and delivery commitment will require.

Call fit is only one part. Delivery capacity, IP, finance and partner roles matter from the start.

  1. Exact call identifier and deadline.
  2. Expected outcome and scope from the official call.
  3. A one-paragraph explanation of project fit.
  4. Consortium lead and each partner's necessary role.
  5. Technical work packages and dependencies.
  6. Market, deployment and exploitation pathway.
  7. IP ownership and access questions.
  8. Budget, co-funding and cash-flow implications.
  9. Proposal-writing and delivery capacity.
  10. Ethics, security, regulatory or data obligations.
  11. An internal go/no-go date before the official deadline.
  12. National contact or agency discussion completed.
